Each sync opens with a preview: the tasks to create, update and delete, plus dependency and assignment changes. Nothing touches Planner until you press Apply.
The extension
Pick your Project XML, then sync it to Planner, or pull Planner's changes back out as Project XML. It runs in your browser, right beside the plan.

Yes. PlannerSync syncs between Project Desktop (which Microsoft is keeping) and Planner. The Project Online retirement doesn't affect it.
